Matthew 5:38-39

2 Thessalonians 1:6

Romans 13:4
For he is God's servant for your good. But if you do wrong, be afraid, for he does not bear the sword in vain. For he is the servant of God, an avenger who carries out God's wrath on the wrongdoer. [Praises pagan magistrates though their justice was spurious! The apostle doesn't care how severely you are punished.]

1 Thessalonians 5:15 ESV
See that no one repays anyone evil for evil, but always seek to do good to one another and to everyone.  [That is in your private lives.]

Matthew 26:52-54
Then Jesus said to him, “Put your sword back into its place. For all who take the sword will perish by the sword. But how then should the Scriptures be fulfilled, that it must be so?”   [Makes it clear that God is not against violence in principle - the angels are warriors.]
